DIRECTOR OF BUSINESS OPERATIONS

Are you a seasoned defense operations leader ready to drive growth at a fast-moving small business contractor? We are seeking a Director of Business Operations to serve as a key member of our executive team — owning the P&L, leading business development and capture efforts, and ensuring full compliance across our IT services, R&D, and rapid prototyping portfolios.

- Own full P&L responsibility for a growing small business defense contractor with a diverse portfolio of government programs.
- Be the operational backbone of an agile organization where your decisions directly shape program outcomes and company growth.
- Lead business development and capture strategy — building pipeline, shaping bids, and winning on major IDIQ/GWAC vehicles and task orders.
- Work alongside executive leadership to position the company for new contract vehicles, strategic partnerships, and expanded market reach.
WHAT YOU’LL DO
P&L & Financial Stewardship
- Own the corporate operating budget including forecasting, variance analysis, and corrective action planning.
- Ensure accurate, compliant invoicing and indirect rate management in full alignment with FAR/DFARS and Cost Accounting Standards (CAS).
- Support pricing strategy and ROI analyses for contract proposals, recompetes, and task order responses.
Business Development & Capture
- Partner with Capture and BD teams to shape technical and management approaches for major IDIQ/GWAC pursuits and task orders.
- Develop price-to-win strategies, staffing plans, and past performance narratives for both long-cycle bids and rapid-turnaround solicitations.
- Build and maintain relationships with government contracting officers, program offices, and industry partners to gain early RFP intelligence.
- Lead pipeline management and gate review processes to prioritize opportunities across existing IDIQ portfolios.
Operations & Program Oversight
- Provide senior oversight across IT services, IRAD/CRAD programs, and hardware/software rapid prototyping efforts.
- Enforce Earned Value Management (EVM), Agile/SAFe, and formal gate reviews across the program portfolio.
- Lead, mentor, and develop a team of operations managers, analysts, and administrative staff.
- Identify operational risks and drive continuous improvement initiatives using Lean or Six Sigma methodologies.
Compliance: DCAA | DFARS | ITAR | CMMC
- Ensure strict adherence to FAR, DFARS, ITAR, and CMMC cybersecurity standards across all company programs.
- Lead and support DCAA audits, government compliance reviews, and internal assessments.
- Develop and maintain SOPs, policies, and governance frameworks to sustain audit-ready operations.
REQUIRED QUALIFICATIONS
- 10+ years of progressive operations or program management experience in the defense contracting industry.
- 5+ years in a senior leadership role managing cross-functional teams within a small- to mid-sized organization.
- Demonstrated P&L ownership with experience managing multi-million-dollar budgets and complex program portfolios.
- Deep expertise in FAR/DFARS compliance, government contract types (CPFF, FFP, T&M), and Cost Accounting Standards.
- Proven track record supporting business development and capture — from shaping pursuits to winning awards.
- Active DoD Top Secret security clearance.
- Bachelor’s degree in Business Administration, Engineering, Information Technology, or related field.
PREFERRED QUALIFICATIONS
- MBA or related Master’s degree.
- Active TS/SCI clearance.
- PMP certification and/or DAU coursework.
- CMMC Level 2/3 compliance implementation experience.
- Familiarity with OTA and Middle Tier of Acquisition (MTA) pathways.
- Experience with CMMI, ISO 9000, or similar corporate certification frameworks.
- Background in enterprise IT, software development, systems engineering, or hardware prototyping.
- Proficiency with CostPoint or comparable government contractor ERP systems.
