Description

ESC is seeking a highly organized and detail-oriented Program Analyst to assist in the planning, coordination, and execution of various operational activities within our organization. The successful candidate will work closely with senior leadership and stakeholders to ensure the smooth functioning of projects, events, and tasks related to Chemical, Biological, Radiological, Nuclear, and Explosives Defense (CBRND/CBRNE) initiatives. This position requires a comprehensive understanding of acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02.

What you will be doing.

  • Assist the JPEO HQs Chief of Operations in planning, developing, and executing new requirements, projects, procedures, and guidelines, adhering to DoD acquisition processes.
  • Coordinate and execute operational CBRND events such as Tabletop Exercises (TTX) and Capability Demonstrations.
  • Present strategic, operational, and tactical information to senior military and civilian officials for CBRND decision making and capability development.
  • Manage all external and internal taskers, including logging, analysis, distribution, tracking, and consolidation of responses.
  • Plan, coordinate, and work with all levels of a military organization to execute large-scale CBRND events.
  • Lead the production and execution of weekly Staff Call and Business meetings.
  • Maintain awareness of documents through the Document Staffing and Task Management System.
  • Assist in the development, design, and implementation of annual and long-range plans for product development.
  • Write, review, and staff high-level staff action papers, studies, policies, and Standard Operating Procedures (SOPs).
  • Assist in identifying, assessing, developing, and mitigating program risks.
  • Stimulate customer alliances for portfolio, program, and project support, enhancing stakeholder relations.
  • Draft, review, and file various documents including acquisition documentation, memorandums, briefings, and meeting minutes.
  • Prepare executive summaries and provide input for recurring reports.
  • Brief leadership on program reviews and operational status updates.
  • Assist in developing and updating top-level briefings for public presentations.
  • Track the status of action items, meeting minutes, program milestones, and monthly reports.
  • Assist in setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
  • Maintain program management tools and processes.
  • Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
  • Monitor and protect acquisition-sensitive material.
  • Serve as the single point of contact for all external and internal taskers.

Qualifications and Requirements:

  • Active Secret Clearance
  • 2 or more years of experience providing CBRND analysis for the acquisition, operation, planning, and life cycle management of programs.
  • Highly proficient in writing and reviewing internal policies.
  • Excellent time management skills and ability to communicate effectively at executive levels.
  • Proficient use of Microsoft Office suite of software, particularly Outlook, PowerPoint, Excel, and Word, with at least 5 years of experience.

  • This is a "Key Personnel" position.
  • Space allocation and planning, brief development, and meeting attendance may be required duties within the Operations scope.

Minimum physical demands for on task positions: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
